The Pakistan National Shipping Corporation (PNSC) has signed a Memorandum of Understanding (MoU) with China’s Shandong Xinxu Group Corporation to revolutionize Pakistan’s maritime industry. On July 24, 2025, the PNSC, Pakistan’s premier national flag carrier headquartered in Karachi, inked a landmark MoU with Shandong Xinxu Group Corporation, a leading Chinese enterprise based in Zibo City, Shandong Province, as reported by Pakistan Today. The signing ceremony, held in Islamabad under the watchful eye of Federal Minister for Maritime Affairs Muhammad Junaid Anwar Chaudhry, marks a pivotal step toward modernizing Pakistan’s shipping sector. “This MoU symbolizes a growing partnership between Pakistan and China, paving the way for future cooperation, investment, and development,” Chaudhry said, per the Press Information Department (PID). The agreement focuses on vessel acquisition, leasing, and management, aiming to enhance Pakistan’s global maritime presence.

The MoU outlines collaborative efforts in purchasing and leasing merchant cargo vessels, including liquid bulk tankers, dry bulk carriers, and containerized ships, under joint or individual ownership with profit-sharing arrangements. Shandong Xinxu will provide financing and vessels to PNSC, supporting fleet expansion and operational efficiency, as noted by Arab News. This aligns with PNSC’s ambitious plan, announced in June 2025, to generate $700 million in freight earnings by expanding its fleet to 34 vessels over three years, per Daily Times. The partnership also includes PNSC offering technical and commercial services, such as chartering and crew management, to optimize maritime operations.

This strategic alliance strengthens Pakistan’s role in regional trade, reducing reliance on foreign carriers and saving foreign exchange. It builds on the deep Pakistan-China friendship, fostering economic growth and job creation. As Minister Chaudhry emphasized, the deal will “boost regional trade and connectivity,” per Dawn, positioning Pakistan as a key player in the global maritime industry.

By embracing this partnership, Pakistan signals its commitment to economic revitalization and strategic autonomy. The PNSC-Shandong Xinxu collaboration promises to transform the nation’s shipping sector, driving prosperity and reinforcing its maritime legacy.
