Islamabad’s CDA Orders Fast-Track Sector Development

The Capital Development Authority (CDA) has intensified efforts to resolve the long-standing delays in Islamabad’s urban planning, with special attention on Sector E-12, an area where many citizens have been waiting for plot possession since 1989.

In a high-level meeting held Friday, CDA Chairman Muhammad Ali Randhawa directed the authority’s engineering department to fast-track development work in sectors E-12, C-14, and I-12. A firm deadline of two months was issued for measurable progress, with a clear mandate to uphold quality standards.

Chairman Randhawa’s push comes amid growing frustration from allottees, particularly those associated with Sector E-12. Despite being launched more than three decades ago, large portions of the area remain underdeveloped, leaving thousands of rightful owners without access to their land.

To address the matter, tenders will now be floated for development in sub-sector E-12/4. Construction is expected to begin immediately in areas where land possession has already been secured. The CDA also directed the Deputy Commissioner to resolve remaining disputes with residents through negotiation, aiming to clear the way for full-scale development.

“This month, we aim to issue allotment letters for plots where development has been completed,” a CDA official confirmed, signaling a long-awaited breakthrough for affected citizens.

Other sectors were also discussed during the meeting. In Sector I-12, infrastructure work, particularly roads, drainage, and sewerage, is reported to be 70% complete. Sector C-15 is expected to see resumed construction following the resolution of contractor-related delays.

As part of a broader initiative to improve transparency and public engagement, the CDA plans to set up field offices within under-development sectors. These offices will be tasked with handling on-site complaints and providing real-time updates to allottees.

This renewed push is seen as a test of the CDA’s ability to deliver on decades-old promises. The Authority’s leadership has made clear that ongoing oversight and public accountability will be a priority in the months ahead.

For many residents, especially those tied to Sector E-12, the chairman’s directives offer a glimmer of hope after years of bureaucratic stagnation. Whether this initiative results in lasting improvement remains to be seen, but the urgency shown by the current CDA leadership is a step in the right direction.
