Pakistan, Iran, Iraq Establish Trilateral Working Group to Stop Illegal Migration

On July 14, 2025, Pakistan, Iran, and Iraq agreed to establish a trilateral working group to combat illegal migration disguised as religious pilgrimage, as announced during a conference held in Tehran. The initiative, led by Pakistan’s Interior Minister Mohsin Naqvi, aims to regulate pilgrim travel and enhance security for the millions of religious visitors who travel annually, particularly during events like Arbaeen.

The conference, hosted by Iran’s Interior Minister Eskandar Momeni, was attended by Iraq’s Interior Minister Abdul Amir al-Shammari. Discussions focused on facilitating legal pilgrimage while addressing the growing concern of illegal migration. Minister Naqvi announced that starting from January 1, 2026, Pakistani pilgrims will only be allowed to travel to Iraq through registered Zaireen Group Organizers, replacing the traditional individual Salar system.

“This system will curb illegal entries and overstays,” Naqvi stated, as reported by Dawn, emphasizing that group organizers will be responsible for ensuring the safe return of all pilgrims. Only those granted special visas from the Iraqi embassy will be allowed to travel independently. “We will not allow anyone to stay illegally,” he added, highlighting that many Pakistani pilgrims in Iraq have overstayed and engaged in unlawful employment.

The agreement reflects a unified effort among Pakistan, Iran, and Iraq to streamline religious tourism and prevent the misuse of pilgrimage routes. Naqvi praised the efforts of Iran and Iraq in managing the large crowds during religious observances. “Their efforts are commendable, and Pakistan will fully cooperate,” he said, according to Geo News.

The trilateral working group will improve coordination on transportation, safety, and healthcare services for pilgrims, aiming to ensure secure and lawful travel. Iran and Iraq have endorsed Pakistan’s new framework, signaling strong regional cooperation to curb unauthorized migration and protect national interests.

This initiative underscores Pakistan’s commitment to regional security and regulated religious travel. By implementing stricter controls, the three countries aim to prevent exploitation of pilgrimage routes and support the safety and rights of legitimate pilgrims, while enhancing mutual trust and border management.
