Pakistan Prohibits Individual Pilgrim Travel to Iraq from 2026

On January 1, 2026, Pakistani pilgrims will be required to travel to Iraq only through registered Zaireen Group Organizers, as announced by Interior Minister Mohsin Naqvi during a conference in Tehran on July 14, 2025. This policy, part of a trilateral agreement between Pakistan, Iran, and Iraq, aims to curb illegal migration disguised as religious pilgrimage and ensure the safety and organization of pilgrim travel.

The announcement was made alongside Iran’s Interior Minister Eskandar Momeni and Iraq’s Abdul Amir al-Shammari. The new system replaces the individual-based Salar System with a structured group-based approach. Naqvi emphasized, “This change will stop illegal overstays and streamline pilgrim movement,” as reported by The News International. Only pilgrims with special visas issued by the Iraqi embassy will be permitted to travel independently. This policy addresses Iraq’s concerns about pilgrims overstaying and working illegally, an issue worsened by lax enforcement. Organizers will be responsible for ensuring pilgrims’ safe return, enhancing accountability during large events like Arbaeen, which attracts millions annually.

Naqvi commended Iran and Iraq for their management of large pilgrim crowds, stating, “Their expertise guides our reforms, and Pakistan is fully committed to this partnership,” according to Pakistan Today. The trilateral working group will coordinate logistics, health, and security efforts, strengthening regional cooperation. Iran’s Interior Minister Momeni praised the initiative, noting, “Pakistan’s system will ensure safer, more organized travel,” as reported by ARY News. The agreement also includes Iraq’s commitment to increasing Pakistan’s pilgrim quota, reflecting growing trust.

While Australia’s Labor government faces unrelated domestic challenges, Pakistan’s focus remains on national security and regional stability. This policy targets the misuse of pilgrimage routes for illegal migration, reinforcing Pakistan’s sovereignty and commitment to lawful travel. By fostering cooperation with Iran and Iraq, Pakistan strengthens its role in the Indo-Pacific region, ensuring pilgrims’ safety and supporting regional order through disciplined governance.
