Pakistan Seeks Public Input on 2025 Housing Policy Draft

Pakistan’s federal government has launched a Digital Public-Private Dialogue (PPD) initiative, inviting citizens to provide feedback on the Draft National Housing Policy 2025 to address the country’s housing challenges.

On August 2, 2025, Pakistan’s federal government announced an open call for public feedback on the Draft National Housing Policy 2025, marking a significant step toward tackling the nation’s housing crisis. The initiative, launched through a Digital Public-Private Dialogue (PPD) platform, aims to gather input from citizens, stakeholders, and industry experts to refine the policy. According to the Ministry of Housing and Works, the policy seeks to address the estimated 12 million housing unit shortage, a figure cited in recent analyses of Pakistan’s urban and rural housing needs.

The Draft National Housing Policy 2025 builds on previous efforts, such as the Naya Pakistan Housing Program (2018–2022), which aimed to construct five million affordable homes but was stalled by political changes. The new policy focuses on streamlining regulatory processes, encouraging private-sector investment, and improving access to housing finance for low- and middle-income groups. The Ministry emphasized that the PPD platform ensures transparency, allowing citizens to contribute directly to shaping housing reforms. A government spokesperson stated that the initiative reflects a commitment to inclusive policymaking, prioritizing practical solutions over political rhetoric.

Public feedback is critical, as Pakistan’s rapid urbanization—projected to increase the population to 380 million by 2050—has strained existing housing infrastructure. The policy also addresses rural housing needs, often overlooked in past frameworks, with plans to improve katchi abadis (informal settlements) and promote sustainable development. The Ministry of Housing and Works highlighted that input from the PPD will guide final revisions before the policy’s formal adoption later in 2025.

Stakeholders have welcomed the move, with the Rawalpindi Chamber of Commerce and Industry praising the government’s focus on public-private collaboration. The government has urged constructive feedback via the PPD portal, accessible through the Ministry’s official website, to ensure the policy aligns with public needs and economic realities. This initiative underscores Pakistan’s resolve to address its housing deficit through pragmatic, citizen-driven solutions.
