Sindh CM Unveils Bold Plans for Reform and Recovery

Sindh Chief Minister Murad Ali Shah has announced a wide-ranging development and reform agenda focused on flood recovery, policing, and infrastructure upgrades. Addressing Civil Service Academy probationers and senior officials at CM House in Karachi on July 29, 2025, Shah outlined initiatives aimed at strengthening governance and improving the quality of life for Sindh’s residents.

A key highlight was the progress of the Sindh People’s Housing for Flood Affectees (SPHF) program. Launched to rehabilitate communities after the 2022 floods, the initiative aims to rebuild over 2.1 million homes. Supported by a US $500 million World Bank grant, over 1.15 million houses are currently under construction, with approximately 500,000 homes already completed. Shah reaffirmed the government’s commitment to finalizing the remaining homes by mid-2026, providing durable housing for flood-affected families.

Law enforcement reform is another major priority. Shah announced plans to recruit 12,000 new officers and expand surveillance across Karachi. While specific official data from the Citizens-Police Liaison Committee (CPLC) on a 15% increase in street crime since 2023 is not readily available in public summaries, reports from human rights organizations and news outlets have consistently indicated a rise in street crime in Karachi during this period. He also noted the government’s focus on modernizing police operations and restoring public confidence in law and order institutions.

On the development front, Shah highlighted the Karachi Water and Sewerage Improvement Project (KWSIP), a US $1.2 billion initiative that aims to provide clean water to 80% of the city’s population by 2027. He cited the Thar Coal Power Project, now supplying 2,640 megawatts to the national grid, as a successful example of public-private collaboration. Further, the Sindh Culture Department plans to host a major cultural festival later in 2025, which is expected to promote regional heritage and tourism, though a specific visitor target of over 500,000 is an projection and not a confirmed figure at this stage.

Shah encouraged civil service officers to serve with integrity and efficiency, underscoring the vital role of the bureaucracy in implementing reforms. While acknowledging the support of the Pakistan Peoples Party, he focused on governance over politics in his remarks.

The Chief Minister’s address reflects Sindh’s effort to overcome environmental, economic, and institutional challenges through targeted policy measures. With significant investments in housing, security, and infrastructure, Shah positioned the province as a central pillar of national progress and regional stability.
