Naqvi Requires Registered Organizers for Iraq Pilgrimages Starting 2026

From January 1, 2026, Pakistani pilgrims must travel to Iraq through registered Zaireen Group Organizers, banning solo trips, announced Interior Minister Mohsin Naqvi. This article explores the new policy’s aim to curb illegal migration, enhance safety, and the challenges of implementation.

Speaking at a trilateral conference in Tehran on July 14, 2025, with interior ministers from Iran and Iraq, Naqvi outlined the shift from the traditional Salar System to a regulated Zaireen Group Organizers model. “We will not allow any Pakistani to travel to Iraq without registered organizers,” he told journalists, emphasizing that these groups will ensure pilgrims’ safe return. The policy targets issues like overstaying and illegal work, with only special visa holders from the Iraqi embassy permitted to travel independently. Naqvi noted that 1,413 applications for group organizer registration are under scrutiny, signaling a structured approach to streamline religious tourism.

The decision, endorsed by Iran and Iraq, follows Pakistan’s evacuation of over 260 nationals from Iraq during recent regional tensions, highlighting the need for controlled travel. A joint working group will coordinate logistics, particularly for events like Arbaeen, which draws millions to Karbala. “The safety of pilgrims is our top priority,” Naqvi said, praising Iran and Iraq’s management of large pilgrim crowds. Skeptics warn of bureaucratic hurdles and potential restrictions on religious freedom.
