Noor Mukadam, a 27-year-old woman and the daughter of a former Pakistani diplomat, was found beheaded in Jaffer’s residence in Islamabad’s upscale F-7 area. The case drew widespread public attention and became a rallying point for national discussions on gender-based violence, justice, and accountability in Pakistan.

The mercy plea is being prepared for submission to the President of Pakistan, which is allowed under Article 45 of the Constitution. This article grants the President the authority to pardon, reprieve, or commute any sentence passed by a court of law. Before the petition reaches the President, it will go through multiple official stages, including reviews by the Ministry of Interior and the Ministry of Law and Justice.

According to recent reports, Adiala Jail officials have written to the Punjab health authorities, asking for a special medical board to evaluate Jaffer’s mental state. This request is seen as part of the due process in verifying whether any psychological conditions could influence the outcome of his final appeal for clemency.
